Análisis de la gestión pública del Consejo Nacional de la Persona Adulta Mayor (CONAPAM) en la Gran Área Metropolitana 2020-2025

Resumen
Este proyecto de graduación abarca un análisis completo del modo de gestión del Consejo Nacional de la Persona Adulta Mayor respecto a la provisión de sus recursos en búsqueda de brindar la mejor atención integral hacia la Población Adulta Mayor de la Gran Área Metropolitana de Costa Rica, pese a contar únicamente con 39 funcionarios en toda la institución. Lo anterior parte desde un análisis contextual del desarrollo que ha tenido este tema a nivel mundial, latinoamericano y costarricense. Este análisis contextual tiene como partes fundamentales los principales acuerdos acerca de los Convenios y Declaraciones Internacionales más importantes de América Latina y del Caribe, el marco legal costarricense, el envejecimiento poblacional como realidad inevitable, principales avances en el desarrollo medicinal en beneficio de los adultos mayores y las debilidades más importantes dentro de la gestión interna del CONAPAM en los últimos 5 años, tanto a nivel presupuestario como en el cuidado correspondiente a las personas adultas mayores en condiciones de pobreza y pobreza extrema. Esta investigación plantea una metodología mixta; con un cuestionario dirigido hacia personas adultas mayores de esta zona geográfica que evalúa el servicio que ha brindado el CONAPAM en ellos así como los aspectos a mejorar para el futuro en la parte cuantitativa; mientras que, en la parte cualitativa, una entrevista semi-estructurada hacia funcionarios públicos del CONAPAM con sus criterios de cómo ha sido la gestión pública a lo interno, qué sienten que pueden mejorar y a la vez, qué elementos han trabajo con un gran desempeño como conjunto. Los resultados que deja la metodología son insumos importantes para el planteamiento de un Plan de Mejoramiento Institucional con 3 ejes que buscan garantizar los derechos fundamentales e individuales de cada persona adulta mayor, con espacios generados para desarrollar sus actividades de esparcimiento en todo ámbito..
Inglés: This graduation project includes a complete analysis of the management mode of the Consejo Nacional de la Persona Adulta Mayor regarding the provision of its resources in search of providing the best integral attention to the Elderly Population of the Greater Metropolitan Area of Costa Rica, despite having only 39 employees in the whole institution. The above is based on a contextual analysis of the development of this issue worldwide, in Latin America and in Costa Rica. This contextual analysis has as fundamental parts the main agreements about the most important International Agreements and Declarations in Latin America and the Caribbean, the Costa Rican legal framework, the population aging as an inevitable reality, the main advances in the medicinal development in benefit of the elderly and the most important weaknesses within the internal management of CONAPAM in the last 5 years, both at a budgetary level and in the care corresponding to the elderly in conditions of poverty and extreme poverty. This research proposes a mixed methodology; with a questionnaire directed to older adults in this geographic area that evaluates the service that CONAPAM has provided to them as well as the aspects to improve for the future in the quantitative part; while, in the qualitative part, a semi-structured interview with public officials of CONAPAM with their criteria of how public management has been internally, what they feel they can improve and at the same time, what elements have worked with a great performance as a whole. The results of the methodology are important inputs for the proposal of an Institutional Improvement Plan with 3 axes that seek to guarantee the fundamental and individual rights of each older adult, with spaces generated to develop their leisure activities in all areas, with respect and tolerance of the Costa Rican society of all ages, and that they themselves are fundamental participants in the creation of comprehensive public policies for...
