| dc.description.abstract | Social welfare or social assistance as it is also named in this thesis report, is the result of the configuration of social life, as a right of popular sectors obtained in the context of social struggle to meet their basic needs through the redistribution of wealth in society. The investigation focused on the historical, social struggles and ideological perspectives intervening in the configuration of social welfare within the Costa Rican public agenda, particularly in Costa Rica during the administrations of Arias Sánchez and Chinchilla Miranda during the period 2006-201 O and 2011- 2014. In the process of apprehension of the object of study, were unveil the historical configurations that constitute the explanatory framework of social assistance in a phase of world history characterized by the weakening of national economies, the transnationalization of production processes, free market, labor flexibility and political decline. Given this scenario, three influential intemational approaches are taken up in the management of social policies in peripheral countries during the period studied in this particular research. No doubt the capability and opportunities approach raised by the economist Amartya Sen, has set the trend of social programs, in which the State must play a role in generating opportunities that enable people to enhance their abilities going beyond deprivation to personal liberty. For its part, the World Bank propases competitive development to Latin American countries as a fundamental key, prioritizing on young people who must be preparad to function in a globalizad economy. In the case of CEPAL, the perspectiva is that of a new covenant of social protection, which must articulate the various social services including social assistance pro-poor orientad (focused on the poorest).
